Where are you starting this Format action from? Rename a drive in Powershell with the label command. To execute the command, press Enter on your keyboard. As a general rule, formatting a disk by default leaves most if not all existing data on the disk medium some or most of which might be recoverable with. For example, to rename the I: drive to CITIZEN, we typed: label I: CITIZEN.
